CAP Funding Applications for FY 24/25

Project proposals must be for purposes that benefit the Trapper Creek Community

Proposed projects submitted to the Trapper Creek Community Council Board will be reviewed at the regular meeting July 21, 2025 at the Trapper Creek Community Services Association building. Applicants who are proposing a project are welcome to present them at this meeting.

The decision for FY24/25 Community Assistance Program (CAP) funds disbursement will be discussed and decided at the August 21, 2025 meeting. The Trapper Creek Community Council has already secured these funds which means that once the decisions are confirmed, the eligible applicants will receive their awarded funds in a timely manner. Brief description of the project: What is your proposed project? Please describe it.
The Trapper Creek Park project is for the ongoing care, maintenance and improvement of the Trapper Creek Park, community center building, cemetery, playground, and free box. Trapper Creek Community Services Association is a non-profit 501(C)3 run completely by volunteers. The park is owned and managed by the residents of Trapper Creek, making it a unique example of community-led stewardship within the Matanuska-Susitna Borough.

Who, why and approximately how many people in our community will benefit from completion of this project?
This project will benefit the entire Trapper Creek Community, which includes approximately 500 residents. Many residents use the park daily throughout the year. Children use the playground and park for playing and socialization, community members of all ages gather in the beautiful community center building for meetings, celebrations of life, birthday parties, the annual Free Box Christmas gift giveaway, wedding receptions and other events. The Free Box supports residents with access to free clothing, shoes, household items and more. The cemetery provides a well maintained and respectful place to honor and remember loved ones. There are also 2.5 kilometers of ski and hiking trails, a picnic area with shelter and grill, plenty of recreational space, and a warm storage building.
These spaces are essential in our rural area where resources are limited, and the community relies on our local infrastructure. Regular maintenance ensures that these spaces remain safe, accessible, and welcoming to everyone in our community.

. Is there evidence of public support for this project?
Yes, there is strong public support for this project. These spaces are well-used and valued, with consistent turn out at community events and feedback expressing the need to preserve and improve them. This project responds directly to needs voiced by residents over many years. The park could not function without community support.

The TCCSA is requesting a total of $20,000 to help cover our maintenance and operating expenses for the next two years. In FY23 the upkeep of the park cost $12,693. We anticipate those costs to increase over the next two years with rising inflation.
Please see the following breakdown of projected expenses for the coming two years:
Heating Fuel – $2850
Gas and diesel – $500
Insurance and broker fees – $10,200
Labor and snow removal- $3,000
MEA bills – $2,600
MTA bills- $3,000
Equipment maintenance- $1,000
Supplies $2,000
Website- $400
Total for two years of maintenance and operations- $25,550
The $20,000 we are requesting from the CAP fund will be instrumental in keeping our park, community center, free box, and cemetery maintained and available for the citizens of our community.

. Will this project provide economic benefits to the Community? If so please explain.
Yes, this project will provide economic benefits to the Trapper Creek Community. The park board occasionally hires residents to do small jobs, keeping funds circulating within the local economy. Additionally, the Free Box provides year-round access to clothing, household goods and other necessities at no cost, helping families save money and reduce waste. The community center offers inexpensive event rental facilities. Local vendors attend our festivals and events to sell their goods, bringing money to our local economy.
By maintaining these spaces, the project supports both short term employment and long-term financial relief for residents.

If awarded, funds will be used over a two-year period to support ongoing maintenance and improvements across the park, cemetery, community center, playground, and park.

The funds being requested will help cover Heating costs, Insurance as well as equipment maintenance and up keep.

Who, why and approximately how many people in our community will benefit from completion of this project?
This project benefits all members of the community as well as those who recreate through out the year.

TCVFD is here for the community, to help the community in times of need.

We are asking for 10,000 this year. We have 4 vehicles that require yearly maintenance as well as equipment maintenance. Heating fuel is purchased to help keep the truck warm in the winter. We are working to purchase a bigger brush truck as the one is older and needs an update.

Having a heated building gives us the ability to respond to fires year-round. Having a multi-use truck brush to plow gives us the ability to have faster responses to fires as well as help the community in the winter with plowing needs.
