  1. Village Safe Water Program (VSW): Meeting scheduled for May 22 to select firm to write PER, Preliminary Engineering Report.? This report will be used to request funding for the design and construction of a community well and watering point for Trapper Creek.
  1. FY16 Revenue Share:? Vote results tallied at the library by Jennie Earles, Debbie Filter, and Paula Glenka resulted in funding for the following projects:
  • TCCSA: $13,500 for operating costs for Park & Cemetery
  • Upper Susitna Food Pantry: $3,900 for food and transportation costs
  • Trapper Creek Community Council:? $1,000 for operating costs
  • Nordic Ski Club: $300 for maintenance of Bearcat and trail grooming
  • Winter Trail Grooming: $600 (partially funded) for grooming of nearby winter trails in the upper valley

V.???????????????? Borough Assembly Report: Assemblyman Kowalke was present. Recreation Bond money may be used for TCCSA Park but not for the Cemetery.

VI.?????????????? TCCSA CIP Report: ?CIP#4: $60.00 expended this period for labor to pull pump from well, and clearing snow from wellhead and a survey marker. Total remaining $10,928.86.? Total spent to date: $9,071.14.

  1. Village Safe Water Program (VSW): 4 engineering companies put in bids to do the PER/Preliminary Engineering Report. Once one firm is selected they have 3 months to complete the PER.
  1. FY16 Revenue Share:? Received proposals from:

 

  • Upper Susitna Food Pantry: requesting $3,900.00 for food and transportation costs
  • Nordic Ski Club: requesting $300.00 for maintenance and operation of snow machines for trail grooming
  • TCCSA: requesting $13,500.00 for operating costs, to continue at current level of operation
  • Winter Trail Grooming:? Requesting $2,500.00 for the grooming of nearby winter trails
  • YCC/Youth Conservation Corps: requesting $3,000.00 for fuel and maintenance of vehicles
  • Trapper Creek Community Council:? requesting $1,000.00 for operating costs

V.???????????????? Borough Assembly Report: Assemblyman Kolwalke not present. Via email: Subject: Ordinance 17-021 recently passed regarding trapping prohibitions in some high-use areas and school grounds. Kolwalke will add Trapper Creek Community Park to the list.

VI.?????????????? TCCSA CIP Report: ?CIP#4: $15.00 expended this period for fixing a broken water bib. Total remaining $10,988.86.? Total spent to date: $9,011.14.

  • Letter received from Barbara Baumgartner, Mat-Su Borough Dept. of Finance regarding unspent revenue sharing funds in FY2012, FY2013, FY2014 and FY2015.? Funds need to be spent by December 31, 2017, unless there is good cause to extend.? Ms. Baumgartner also stated that Trapper Creek is in good standing and current with revenue share reports.

 

  • Regarding the Mat-Su Borough Recreational Bond and Trapper Creek Park and Community Center being labeled ?non-owned? land (land not owned by the Borough), Assemblyman Kolwalke stated that a Borough attorney reviewed the paperwork that transferred the land from the Borough to TCCSA.? As long as TCCSA exists and is utilized as public use acreage, the $75,000 Recreational Bond funds allocated for Trapper Creek Park and Community Center Improvements may be used

 

  • Public Notice MSB007249-2017 Competitive Land Bid sale received by Council was sent out via email to the Trapper Creek Community Council e-mail list, and posted in the Trapper Creek Post Office

 

  • 2035 Mat-Su Borough Long Range Transportation Plan public meeting dates and locations were received and sent out to the Trapper Creek Community Council e-mail list and posted in the Trapper Creek Post Office.? Public comment deadline is May 12, 2017 at 5:00 PM

I.?????????? Meeting called to order 6:31 pm.

II.???????? Board Members in Attendance: ?Kolbeck, Miller (telephonic) and Grelson; Member present: Lon McCullough, Randall Kolwalke and Kristie Parsons (telephonic)

III.??????? Reading and approval of minutes from November 17, 2016.

IV.?????? Assembly Report: Assemblyman Kolwalke stated that the Recreation Bond passed, but there has been no determination as to how the funds will be managed. Information will be passed on as it is received.? Assemblyman Kolwalke met with Fish & Wildlife individuals, and some of Alaska?s elected politicians while in Washington, DC.? Next Borough Assembly meeting is Tuesday, December 20, 2016, nothing pertaining to Trapper Creek specifically on the agenda.? Councilman Miller asked for information regarding a public place for firewood gathering for Trapper Creek residents. This will be researched and information passed on as soon as it is obtained.

Donna Lee, Project Manager, will be at the January 19, 2017 meeting during Public Forum.? Motion made by Levi Miller to take next step/go forward, with the Village Safe Water grant. Motion seconded by Janet Grelson.
