Every Wed 11:00 am- Borough live conferences. Stream from Borough website or on Facebook. Borough Mayor Vern Halter, Emergency Services Director Ken Barkley, local doctors, etc., giving updates on COVID-19 response.? Comments and questions can be made.

The Mat-Su driveway permit fees temporary waiver will be extended until October 7, 2020. [Permit Center: 907-861-7822.].

Mat-Su Borough Manager John Moosey will no longer be the Mat-Su Borough Manager-he will become the new City Manager of Palmer.

• Trapper Creek Volunteer Fire Dept (TCVFD): ?CAP: $1,000.00. Current Expenditures: $76.00: US Postmaster, Box Fees. Total expenditures to date: $581.00. Remaining: $419.00
• TCCSA Operating ? CAP: $10,000.00. Current expenditures: $2,420.27.
• Trapper Creek Community Council (TCCC): CAP: $1,000.00. Current expenditures: $25.00.? Remaining: $674.27
• Upper Susitna Food Pantry Operations: CAP: $3,789.00. Current expenditures: 274.01. Remaining: $0

42 families were served in February and 41 families in March; 108 people in February and 118 people in March; and 27 seniors for the CSFP Boxes in February and 27 seniors in March.

In February, 15 Trapper Creek students per week and 18 Trapper Creek students at Su Valley were served in the Weekend Brown Bag Program.? In March school was closed and the programs were combined and all bags were available for pick up at the Trapper Creek Elementary School.

People are carpooling to the Food Pantry and this is not practicing social distancing.? It endangers the volunteers and the Coordinator and jeopardizes the communities as well as the ability to safely continue operations. Our help was requested in this matter.

IX.? ? Committee Reports:

• TCCSA Water Committee:? In March, the Water Committee met with KAE, general contractor, to review the 65% design. An amiable meeting of design construction was agreed upon, and the next meeting will be held at the 95% stage.

In April, and email was sent to KAE asking if COVID-19 has or will have any bearing on construction design and schedule as discussed in March. As of April 15, no response had been received.

TCCSA Water Committee will continue to update TCCC

• Volunteer Fire Department Committee (TCFVD): Current Expenditures: $76.00: US Postmaster, Box Fees.

4. Mat-Su Community Councils for Public Safety (MSCCPS) update: Meetings were not going to be held in January and February, and would resume in March (18th).? Due to COVID-19, the March meeting was cancelled. No future meeting date has been set at this time.

1. FY2019 CAP Funds: Project Proposal Forms reviewed and approved to ensure program qualifications were met.

FY2019 CAP Projects submitted (in the following order):

Pantry Operations Support (Upper Susitna Food Pantry), $6,000.00 requested

Operating Expenses for the Trapper Creek Park and Cemetery- $11,000.00 requested

Trapper Creek Volunteer Fire Department Rural Basic Firefighter Class, $3,468.00 requested

Total requested: $20,468.00, FY2019 Funds available:? $15,789.00

Project community voting will begin Monday, April 20, through Saturday, May 9, 2020 at the Post Office.? A CAP Project Talley Committee has been formed. Funded project list will be read at the Thursday, May 21, 2020 regular TCCC meeting

Information and deadlines for accepting proposed FY2019 CAP fund projects was sent out to TCCC e-mail list as well as posted at the Trapper Creek Post Office and the Trapper Creek Library. Applications were also available to be sent via e-mail by contacting the Council.

IX.?? Committee Reports:

• TCCSA Water Committee: Water Committee met to review and discuss draft plan sheets (site plan, and the interior piping/layout). Committee will address with KAE modifications. Water Committee reviewed and concurred on the advertising for the water point; and awaits the water test results. TCCSA Water Committee will continue to update TCCC

 

• Volunteer Fire Department Committee (TCFVD): TCVFD received a US Forestry Grant. In contact with State Fire Marshall. Continuing with obtaining equipment and equipment housing

 

• RSA (Road Service Area) 30: Summary of the February 12, 2020 meeting was provided by Donna Massay and read at the meeting. Official minutes will not be available until approved at the May 13, 2020, 10:30 am meeting at the TC Community Center.

Among the items from the draft minutes:

• Exploring options for bringing the Bradley Road Bridge up to State standards as well as funding for the project
• The scope of work is being developed for improving the road width just before Amber Lake on Oilwell (an additional benefit will be a few more parking spaces from the gravel source area)
• The Road Hotline has been upgraded to have unlimited capacity and is monitored 24/7. Only urgent calls-unplowed roads, downed trees, drifts closing a road, etc., will receive an afterhours response (the Hotline number for MSB roads in 861-7755)
• There is a vacancy on the RSA Board. Anyone interested will find more info on the MSB website under ?Boards and Commissions?. Meeting times can be adjusted to accommodate a new board member?s schedule

• Under Article IV, Section 2D of the TCCC bylaws, the TCCC Board may appoint to fill a Board vacancy until the next General Election. Duronda Twigg was appointed to the TCCC Board as Treasurer. A motion was made to appoint Duronda Twigg by Morrill, seconded by Miller, and all Board members approved.

Appropriate documentation will be drawn up, signed and brought to the Council?s financial institution to show current TCCC authorized account signers and previous signer to be removed

• State of Alaska Statement of Change to be submitted ($25.00 applicable fee), reflecting current list of TCCC Board members

35 families were served in December; 68 people. 15 weekend food bags went home through TC Elementary School.? December had 20 (down from 24) seniors enrolled in the Senior Pass Program-for extremely low-income seniors to use the pantry twice a month. Christmas food baskets were distributed in December and shuttles were offered to families that needed transportation.? An additional shuttle was added for Trapper Creek so that families that normally shop on the 4th Friday of the month could make it before the pantry closed from December 23, 2019 through January 2, 2020.

• TCCSA Water Committee:? Water project going to MSB Assembly for Introduction on 1/21/20. Water project will be on the February 4, 2020 MSB Assembly agenda. Need comments by 2/4/20 via mail or internet, or in person on 2/4/20. TCCSA Water Committee will continue to update TCCC

2. Public Forum:? AK Dept. of Health & Social Services Public Health Nurse Sonja Engle, RN.? Nurse Engle is the new Public Health Nurse that will cover needs in Trapper Creek. Due to increased availability of medical facilities, the position has changed to a case by case/as needed for patient care, but the public health education and information aspect will continue for our community

4. Mat-Su Community Councils for Public Safety (MSCCPS) update:? ? Report from Chair Dave Ritenburgh from the January 4, 2020 Mat Su Legislative Town Hall. Parks Hwy conditions, PFD concerns, OCS concerns
5. TCCC Board Election Results- Community votes resulted in both candidates receiving two (2) year terms
6. TCCC Board-Recognition of Paula Glenka?s service to Council and the Community!

8. Seat new Trapper Creek Community Council Board Members: Janet Grelson is the interim TCCC Treasurer until an appointment is made to the position. James Morrill will become a signer on the Trapper Creek Community Council Board checking account until the Treasurer position has been filled.
9. FY2019 CAP Funds: FY2019 CAP funds of $15,789.00 are available.? Council will have information on the timeline of project submission criteria, submission deadline and voting dates prior to the February 20, 2020 regular meeting.

The information will be sent out via the TCCC membership email list, as well as posted at the Trapper Creek Post Office and the Trapper Creek Library.
