Trapper Creek Community Council

General Meeting

November 15, 2012

 

 

Meeting called to order 6:30 pm

 

Board members in attendance:? Leo, Glenka, Miller, Kolbeck.? Also in attendance were Vern Halter, Lon McCullough, Charlie Hill, Jennifer Stankowitz, and Vicki Watson.

 

October minutes read and approved.

 

Assembly Report: ?Vern Halter addressed a multi-family ordinance coming up.

 

Treasurer?s Report: ?Checking: $3,670.82; Savings: $25.14; Total: $3,695.96

 

TCCSA Report: Lon McCullough addressed the ongoing establishment of the new modular building.

 

Revenue Sharing Project Updates:

FY2009:

  • Shed?complete
  • Welcome sign?still has temporary bracing until spring

FY2010:

  • Free Box – temporarily in new modular building
  • Interior of Building – hopefully done this winter
  • Playground Equipment – on hold until spring
  • YCC – they still have monies for snow removal
  • Council Admin Funds – $87.51

Public Forum:

  • Arthur Mannix addressed the desire for the Susitna Valley High School wood boiler project to have the Boro Parks Highway Natural Resource Management Unit, which borders downtown Trapper Creek, be set aside exclusively for wood boiler timber extraction.

 

Unfinished Business:

  • Current Revenue Sharing proposal grantees were announced, based on community voting as follows:
  1. Tractor for the Park received the most votes and was approved by Council
  2. Website for the Community Council to archive and distribute information received the second most votes and was approved by Council
  3. A second sign for the northern entry to Trapper Creek received the third most votes and was approved by Council
  4. Sunshine Transit received few community votes and was not approved by Council
  • TC Park Circle & Request for Road Names is still being researched.

 

 

New Business:

  • Public Comment re MSB006743 Timber Sale & Forest Education Improvement Study, i.e. Wood?fired Boiler Project at Su Valley was submitted 11/18 as follows:
    • ?The Trapper Creek Community Council supports the designation of the Parks Hwy and Rabideux Creek NRMUs as dedicated to the Susitna Valley High School wood boiler and silviculture project, but with these important caveats:

      1) The community of Trapper Creek through its Community Council requests participation in all decisions about Parks Hwy NRMU forestry cuts. Since northern areas of the Parks Hwy NRMU encroach directly on local residences and businesses, this request underscores one of the fundamental intents of the Parks Hwy NRMU designation: local control of the resource for local benefit. Therefore we anticipate working directly with all entities involved in the decision-making about forest harvests in the Trapper Creek area, particularly the Parks Hwy and Rabideux NRMUs.

      2) The Parks Hwy NRMU should be managed to allow for Trapper Creek personal use firewood harvests in addition to wood-boiler harvests.

      3) As our prior comments on Boro timber plans have consistently stated, the economic future of Trapper Creek is in recreation and tourism, not in logging. We remain adamantly opposed to large-scale commercial timber cuts such as would result for wood-pellet extraction.

      4) We suggest that the Sheep Creek NRMU be more fully explored as a potential area for wood-boiler timber.

Trapper Creek Community Council – Minutes October 18, 2012

Meeting called to order at 6:40pm

 

Board members present: Glenka, Leo, Kolbeck, Miller. No community members present.

 

September minutes read and approved.? Correction to the minutes / Assembly Report stating, ?electrical from mile 128 into State Park? should read ?mile 121?.

 

Assembly Report: Vern Halter re-elected to Assembly District 7.

 

Treasurer?s Report: $ $3,945.87 total in account.

 

Revenue Sharing Project Reports:

FY2009

?? Shelter:? $86.50 of electrical materials purchased at Moore?s.? $38.29 completes the $6000 open account for the various FY09 projects.? Moore?s account is closed.? $48.21 reimbursed to Lon as an out of pocket expense.? $86.50 < $38.29 = $48.21.

?? Welcome Sign:? Finished, except for the permanent support

FY2010

?? Free Box:? $284.79 was spent to build stairs to building temporarily housing the free box.

?? Interior of Building:? Will be started this winter

?? Playground:? Postponed until next summer

?? AED:? Project complete

?? Garden Upgrade:? Project complete

?? YCC:? District staff took a couple of more loads of garbage out of the shed to the dump in September.? The shed is in much better condition after having trash taken out, brush cut from around the building, and the gate repaired.? Since the YCC repaired the gate to the District Farm, there still has not been any trespassing that we can see and nobody has vandalized the fencing the YCC built.? This is great as it reduces liability for the District.? It still remains that Foot traffic is allowed onto the property while motorized vehicles are not.? Most of the funding has been spent on the above activities.? We have enough funds saved up to shovel the roof off in December before the deadline.? This is our plan and we do not anticipate spending any more funds until that time.

?? Council Administrative Funds:? $185.39

Voting at the library on these proposals will be open from October 29 to November 10 during regular business hours.

  • TC Park Circle & Request for Road Names: Nothing new to report.? Communication continues with Borough platting department.

Minutes Sept 20 2012

 

Meeting called to order 6:45 pm

 

Board members present: Leo, Glenka, Miller, Kolbeck. Also in attendance: Vern Halter, Lon McCullough

 

August minutes read and approved

 

Assembly Report:

RSA #30 low bidder is D&S Construction for $69,045. Parking lot, grubbing and excavation complete on Kula Rd. South Denali Visitor Center had $1.5 million allocated by the State to partially fund extension/upgrade of electrical from mile 128 into State Park. The Assembly will ask for $2.5 million for salmon restoration after the floods.

 

Treasurer?s Report: $4,031.96 combined funds

?? Interior of building:? Will be started this winter

?? Playground:? Postponed until next summer
