Meeting Minutes ? March 21, 2013

Meeting called to order 6:30 pm.

Board Members in Attendance: Miller, Glenka, Leo, Kolbeck. No community members present.

Minutes from February meeting read and unanimously approved.

The Council, on behalf of the community, expresses its appreciation to Trapper Creek Community Services for a successful and fun Cabin Fever Reliever. They did an especially good job on the clear, warm, sunny weather.

Assembly Report:
? TCCSA CIP Report ? Assemblyman Halter has indicated should know in April whether FY14 CIP request to Borough will be approved.

Treasurer?s Report: Checking: $8,961.81 & Savings: $25.15 = $8,986.96

Revenue Sharing Project Updates:
FY2010:
? Community Garden – Complete
? Free Box ? No expenditures since last report. $5,361.71 remaining.
? Interior Upgrade to Community Building ? Completed (looks great), although expenditure overage of $227.16. Council to request amendment to FY2012 funds to be paid to TCCSA.
? Playground Equipment – Project will be initiated in spring 2013. $1,500 remaining.
? Council Administrative Funds – $20.32 remaining.
FY2011-2012:
? Utility Tractor ? $503.53 remaining.
? Council Website ? Website up and running and paid in full. (www.trappercreekcouncil.org)
? Welcome Sign North ? No action yet on second highway welcome sign. $6,046 remaining.

Current mail was read.

Public Forum
The presentation on CPR given by Trapper Creek Friends and Family did not occur, as their representative did no show.

? Motion made by Leo, seconded by Kolbeck and passed unanimously to hold voting of seating of Board of Directors to be in October.

? Borough application period for the FY 2015-2020 CIP is now open and will close on Wednesday, May 15, 2013 at 4:00 pm.
? Public Notice: Borough, Land & Resource Management has provided a draft of the 2013-2017 Five Year Timber Harvest Schedule (MSB006808) for public review and comment. Written public comment is due no later than April 19, 2013.
? State of Alaska FY 2013 Community Revenue Sharing Program has approved $28,600.

Public Forum
? “Friends and Family” by Lynn Moore, representing Trapper Creek Ambulance. The goal is to teach hands on only CPR to as many community members as possible.

Assembly Report:
Boro Manager took funds for new modular building off the table for now

Treasurer?s Report:
Checking: $1,432.92 Savings: $25.15

Revenue Sharing Projects Update:
Garden done
Building interior to be finished by March 15
Second Welcome to Trapper Creek sign not started yet
Council website up but still requiring data to be added

New Business:
Motion to support House Bills 117 and 118? an increase in Revenue Sharing funds?made by Glenka, passed unanimously

Presentation on Subsistence Use Survey given by AFD&G.
Presentation on CPR given by Trapper Creek Friends and Family.
Presentation to acquire Revenue Sharing funds given by YCC.

Motion made by Leo to begin a new round of Revenue Sharing proposal applications, starting ___ and ending ____. Seconded by Miller. Passed Unanimously.

Community Spring Cleanup date set to be May 18 and 19.
