Board of Fisheries update: lack of fish getting north- problems with fish being intercepted by commercial fishing industry. Five (5) main proposals are in front of the Board of Fisheries at the February 7-19, 2020 meeting. Public comments are encouraged. Comments can be mailed in, done online or made in person at the meeting.? McKinley Fire update: recovery efforts continue

15 weekend food bags went home through TC Elementary School-up from 12. November had 18 seniors enrolled in the Senior Pass Program-for extremely low-income seniors to use the pantry twice a month. Thanksgiving Blessing in November had 44 families participating this year.? Christmas food distribution is on Saturday, December 21, 2019, from 10am-4pm at the Church on the Rock. Pantry will close on December 20th as the finances will not accommodate anymore families at this time. Emergency families may be added on a case by case basis. A comparison of recipients with the Willow Food Bank is being done, and slots may open up again due to any families receiving food from both food banks being dedicated to one food bank

Currently 16 Trapper Creek families enrolled in the Second Access Program. USFPO sending 12 weekend food bags home through TC Elementary School and 70-75 bags went home from the Upper Susitna Food Pantry.? The McKinley Fire caused the pantry numbers to skyrocket and will continue to see numbers rise as winter sets in.

TCCSA Water Committee: Contract was awarded to KAE, Inc., for Design Building Services. KAE was the only bidder; therefore no Proposal Evaluation Committee (PEC) was needed. KAE met the protocol for scoring and Procurement assured insurance, bond and timetable were provided to the Water Committee.? Contract was issued for $274,995.00. There is no scheduled meeting at this time. TCCSA Water Committee will continue to update TCCC

Items will not be added to November 5, 2019 ballot. November ballot is a school board seat-Jeff Taylor, running unopposed. Follow up on rebate of 2020 Property taxes-it will not be an option. No update on JA International (a group of companies) possible timber harvest for export

TCCSA Water Committee: Dave updated that there was an issue with the bid process and it went back out for bid. There is no scheduled meeting at this time. TCCSA Water Committee will continue to update TCCC.

Volunteer Fire Department Committee(TCFVD):? Chrystal Mayer, Secretary: Chrystal and Debbie Garrett (Treasurer) took a grant writing class in July. Chrystal also took a grant management class in August and a FEMA grant management class in September.

Donations of gear were received from Butte Fire Department. Also received a cascade compressor to fill breathing air bottles from the Mat Su Borough.

A $2,678.32 Greater Houston Foundation Grant (GHFG) was received on August 8. Houston Fire Department donated a slide-in unit to help with fire mitigation, but don?t yet have a truck to put it into.

TCVFD Treasurer Report: CAP funds: $1,000.00 Expenditures: $455.00, grant writing class. Checking: $6363.09 ($545.00-CAP$, $2,678.32-GHFG); Savings: $500.00. Total $6,863.09.

    1. Mayor Vern Halter ?Mayoral Proclamation in recognition of Joan Medbury?s dedicated service to the community through her work with the Road Service Association (RSA) Board and the Trapper Creek Community Council. Refreshments and cake were then enjoyed during a 15 minute break
    2. Request of TCCC Letter of Support for Purple Heart Trail Designation:

Letter received from the Commander John Knott of the State of Alaska Military Order of the Purple Heart, a non-profit/501(c)19- military veteran?s service organization.? Chapters are located in Fairbanks, Anchorage and Soldotna, and membership is solely comprised of wounded combat veterans and Purple Heart recipients. Commander Knott is requesting a letter of support from Council in an effort to designate the portion of the George Parks Highway from Fairbanks to Wasilla a Purple Heart Trail, which would then become part of a larger Purple Heart Highway

A motion was made by Miller to issue a letter of support from Council for the designation of a Purple Heart Trail from Fairbanks to Wasilla. Motion seconded by Ritenburgh. All in favor, none opposed. Motion carries

TCCSA Water Committee: The Request for Proposal (RFP) for the design and construction should was released on July 19, 2019, with Addendum Three requesting proposals due August 16, 2019. Date and time of PEC (Proposed Evaluation Committee), has yet to be confirmed.? Revised project completion is now May 31, 2020. There is no scheduled meeting at this time. TCCSA Water Committee will continue to update TCCC.

Capital budget has been signed, some vetoes.? HB2001-Govenor Dunleavy has refunded some vetoed funds.? Full/not full PFD options conveyed, and legislature can be created for a ?payback? if full PFD is not passed.? Senator Birch suddenly passed away (August 7, 2019), and Governor Dunleavy will appoint his replacement.
